Time Mechanics

Despite the various times you see skill descriptions mention seconds for how long it lasts the game never keeps tracks of time in seconds or tenths of a second for that matter. All timings and durations within the game of Diablo 2 are kept track of by the number of frames. If the game isn't lagging from some sort of slow down there is 25 frames per second. This means each frame is 1/25th a second or .04 seconds. Absolutely no duration or timing of any sort within the game is kept track of via a fraction of a frame (with exactly 0 exceptions).

The durations in seconds in descriptions are actually the number of actual seconds with their hundreths place truncuted (removed or in other words rounded down to the nearest tenth of a second). Any description listed duration that has an odd number in the tenths of a second place is in reality could not possibly be entirely accurate due to the .04 second nature of frames. Since nothing is kept track of in fraction of frames it's impossible to get exactly .1 seconds with frames (2 frames being under at .08 seconds and 3 frames being over at .12 seconds).
